Washington has a storied history of helping refugees that dates back to the end of the Vietnam War. Then-Gov. Dan Evans was the first U.S. governor to welcome Indochinese refugees to the state. State officials estimate that California, partly because of a ''secondary migration'' of refugees from other states, has become home to more than 60 percent of the more than , Indochinese.
